For a house, in a township with no certified residential department, that’s broadly true. For a shop, a warehouse, a business garage or any other nonresidential building, it is not. Ohio law requires plans to be approved before construction begins, and where no certified local department has jurisdiction, the submission goes to the state — the superintendent of industrial compliance in Columbus.

So the buyer who checks with the township, hears there’s no inspector, and starts pouring concrete has built without an approval that was always required. That’s a stop-work action from the state on a building already up.

What a Metal Building Costs in Ohio

Steel ships at essentially one national price. What changes by state is concrete and erection labor — and Ohio runs about 8% below the national average on that site-built portion.

Ohio sits closer to the national average than the Southern states, and the foundation is a large part of why. Footings here go 32 to 42 inches deep depending on the jurisdiction, against 12 inches in Arkansas or Texas. That is more excavation, more concrete and more labor on exactly the line item that varies by state — and it’s the single biggest reason an Ohio quote reads higher than a Tennessee one for the same building.

Ohio Runs Two Different Systems

Which one you’re in decides everything else, so establish it first.

Commercial: approval is unavoidable, everywhere

Before construction begins, plans, specifications and data for a nonresidential building must be submitted and approved. Where a certified municipal, township or county building department has jurisdiction, you submit there.

Where no certified department has jurisdiction, you submit to the superintendent of industrial compliance — the state’s Division of Industrial Compliance in Columbus.

There is no gap. A shop in an unzoned township with no inspector still needs approved plans before the first footing is dug.

Commercial drawings also need a design professional’s seal. The seal requirement is expressly waived only for residential buildings and for industrialized one-, two- and three-family units — not for a commercial metal building.

Residential: enforcement is local, but the code still applies

For one-, two- and three-family dwellings, the rule inverts. No submission is required if no certified residential building department has jurisdiction.

Ohio’s Residential Code says this plainly: where no department is certified for residential buildings, the owner is not required to submit construction documents, seek approvals, request inspections or obtain a certificate of occupancy.

But note the part that survives. The Residential Code’s technical requirements remain applicable statewide. What disappears is the enforcement apparatus, not the standard. Your building is still supposed to meet the code; nobody is checking.

County authority is optional

A board of county commissioners may adopt local residential building regulations and may create a building department, applying only within the unincorporated area of the county.

May. Many rural Ohio townships have no residential permit process at all as a result — and roughly 800 building departments statewide are certified, so plenty of places do.

Call the township, then the county. It’s a five-minute question and it determines which of the two systems above applies to you.

Note the split cycles. Commercial moved to the 2024 Ohio Building Code; residential is still on the 2019 Residential Code of Ohio. A supplier quoting “current Ohio code” for a house and a supplier quoting it for a warehouse are describing two different books. Ask which one your engineering package is stamped to.

Wind, Snow and Frost Depth

Ohio publishes no statewide filled climatic table. Each jurisdiction populates its own design criteria, and the values that matter for a metal building are set locally.

Two published examples show the shape of it:

Neither wind nor seismic governs in Ohio. Seismic runs Category A to B, which is low. Wind at 115 mph is unremarkable. What governs here is snow and frost depth, and both are foundation and frame decisions rather than afterthoughts.

Ground snow load along the Lake Erie snowbelt runs above the 20 psf typical inland, and we won’t publish a county figure we can’t verify. Get yours from the jurisdiction, or from the ASCE 7 Hazard Tool, which returns wind, snow and seismic values for exact coordinates, free.

Snow load drives frame weight the same way wind does, and it’s fabricated in. A building engineered for a 20 psf inland site will not carry the roof load in Ashtabula or Geauga County. When comparing quotes, confirm every one was engineered to the same ground snow load — otherwise you’re comparing different buildings and the cheapest is simply the lightest.

Why frost depth matters more than buyers expect

At 32 to 42 inches, Ohio footings go roughly three times deeper than the Southern states this industry mostly sells into.

A slab and pier design priced on Southeast assumptions is not just cheaper — it’s wrong, and a building official will catch it. Make sure whoever prices your foundation is working from your jurisdiction’s actual frost depth, not a national default.

The Agricultural Exemption, and the 50% Test

Ohio’s agricultural exemption is broad and clearly written, with one condition that catches people running a business out of the building.

Buildings incident to agricultural use are exempt from the state building standards — unless the building is used for retail trade.

And Ohio defines its way out of the retail classification with a specific test. A building escapes being treated as retail if 50% or more of the gross income received from sales of products in the building by the owner or operator comes from products produced or raised in a normal crop year on farms owned or operated by the seller.

That test is the whole thing. A farm market selling your own produce sits on the exempt side. The same building stocked mostly with bought-in goods does not. And the test runs on income, not on floor space or intent, so it can flip year to year.

Two further points worth knowing: the exemption is from the state building standards, not automatically from a local permit ordinance, and it does not cover a dwelling.

Contractor Licensing in Ohio

Ohio does not license general contractors at state level.

The Ohio Construction Industry Licensing Board licenses five specialty trades only — electrical, HVAC, plumbing, hydronics and refrigeration. Those trades genuinely need state licenses. A general contractor or a metal building erector does not.

Municipalities may impose their own contractor registration, so check locally before assuming there’s nothing to hold.

For a kit-direct project this is favorable. Buying the building at wholesale and contracting the slab and the erector separately is how discount claims actually work in your favor, and there’s no state licensing barrier standing in the way.

Since a license won’t vet your erector for you, do it yourself: confirm they’ve done a clear span at your building’s width, that they carry liability and workers’ compensation coverage, and — Ohio-specific — that they’ve worked to your jurisdiction’s frost depth before.

Climate and Foundations

Frost depth is the design driver, at 32 to 42 inches depending on jurisdiction. It sets footing depth and it’s the biggest single difference between an Ohio foundation and a Southern one.

Ground snow load runs around 20 psf inland and higher in the Lake Erie snowbelt counties. It drives frame weight directly.

Seismic is Category A to B and effectively never governs for a metal building here.

Freeze-thaw cycling is hard on concrete. Air-entrained concrete and proper curing matter more in Ohio than in the states where a slab never freezes, and it’s worth confirming your concrete contractor is specifying for it rather than pouring a generic mix.

Condensation control matters in a cold climate for a different reason than in the South. In a heated Ohio building, warm interior air meeting a cold steel surface produces condensation on the inside of the panel. A properly detailed vapor barrier and insulation system is what prevents it, and retrofitting after the fact is difficult.

Ohio is a solid barndominium market and the licensing picture is favorable. One thing needs saying clearly.

In a township with no certified department, your lender becomes the inspector

If no certified residential building department has jurisdiction, there’s no submission, no inspection and no certificate of occupancy.

The Residential Code’s technical standards still apply on paper. What’s missing is any document proving you met them — and that document is what a lender, an insurer or a buyer asks for at closing, at refinance, or when a construction loan converts to permanent financing.

At that point the building is finished, the wiring is behind drywall and there’s no clean way to demonstrate compliance retroactively.

If you’ll ever want a mortgage on it, build the documentation trail as you go: stamped engineering, licensed trades for the electrical, plumbing and HVAC work that Ohio does license, inspection reports from whoever will provide them, and photographs of what goes under the slab and behind the walls.

It costs almost nothing during construction and it is close to impossible to recreate afterward.

The agricultural exemption doesn’t cover a dwelling

Worth stating plainly because the temptation is obvious on farmland. The exemption reaches buildings incident to agricultural use; it does not reach a residence. Permit it as a dwelling from the start.

A house is a different code from a shop

Once anyone sleeps in the building, the Residential Code of Ohio governs rather than the commercial code — and usefully, the commercial plan approval requirement and its design professional seal do not apply. A dwelling is the lighter regulatory path in Ohio, which is the opposite of the pattern in most states.

Three things change about the kit:

  • The building envelope becomes code-driven, and in an Ohio winter it’s also what makes the building usable and affordable to heat
  • Window and door openings have to be engineered into the frame. Cutting them into erected steel means re-engineering and added framing
  • Interior walls hang off the structure rather than holding it up, which is what makes an open barndominium layout possible

Tell your supplier it’s a residence before the frame is engineered — and give them your ground snow load and frost depth, which matter more here than the wind speed.

What the shell costs, and what it doesn’t

The turnkey figures earlier are for the shell — engineered steel structure, erected, on a foundation. For a 2,400 sq ft 40×60 in Ohio that’s roughly $55,600 – $65,300.

Interior finish-out is a separate project and, for a finished home, it typically costs more than the shell does. Plumbing, electrical, HVAC, insulation and drywall, kitchen, bathrooms, flooring and fixtures are driven by the finish level you choose, not by the building — which is why anyone quoting a single all-in per-square-foot number for a barndominium is guessing.

Price the shell from a kit quote and the finish-out from local trades. Those are two reliable numbers; one blended number is not.
