Do I need a permit for a metal building in Oregon?

Usually yes, from the building department serving your site. The main exception is significant: agricultural buildings and equine facilities on a farm are outside the state structural specialty code entirely under ORS 455.315, though incorporated cities may still regulate them, and electrical, plumbing, zoning and floodplain requirements still apply.

Can my county add its own requirements to the building code?

No. ORS 455.040 states that the state building code "shall be applicable and uniform throughout this state and in all municipalities," and that no municipality may enforce ordinances on the same matters with different requirements unless authorized by the Director of the Department of Consumer and Business Services. Zoning and permit fees are local; the construction standards are not.

Which code applies to my building?

A shop, barn, warehouse or hangar falls under the Oregon Structural Specialty Code, currently the 2025 edition based on the 2024 IBC, mandatory since April 1, 2026. A dwelling falls under the Oregon Residential Specialty Code, the 2023 edition based on the 2021 IRC. A building with living space in it will generally be treated as residential, so confirm that before the frame is engineered.

What snow load does my building need?

A site-specific value, not a state or county figure. The 2025 structural code adopted ASCE 7-22 and replaced Oregon's long-standing SEAO snow load map with a national mapped database. Get your number from the state's design criteria hub or the ASCE 7 Hazard Tool set to ASCE 7-22, and give it to every supplier you ask for a quote.

Did Oregon's snow loads go up?

Generally yes. The state's technical bulletin says national averages show roughly 12% increases and that some regions of Oregon will see significantly higher values. It also cautions that new and old values cannot be compared directly, because the methodology and the load factors both changed. An older quote is not a reliable guide.

Are farm buildings really exempt from the building code?

From the state structural specialty code, yes, which is a stronger exemption than most states offer. But the statute excludes a dwelling, a structure used by the public, a structure in which 10 or more people are present at any one time for anything other than growing plants, a structure regulated by the State Fire Marshal, and a structure in a mapped flood hazard area. Cities may also regulate these buildings within city limits.

Does the exemption cover a riding arena?

Often, yes. Oregon defines an equine facility separately, as a building on a farm used by the owner or the public for stabling or training horses or for riding lessons and training clinics. Public use is expressly allowed, but the exemption does not reach a structure with more than 10 people present at any one time, so plan around the events you actually intend to hold.

Do I need a licensed contractor?

In nearly every case. Oregon's Construction Contractors Board licensing has no meaningful dollar threshold for a project this size — the small-job exemption stops at $1,000 of aggregate contract value for work of a casual, minor or inconsequential nature. Owners may work on their own property, but that exemption is void if the work is done with intent to sell the structure.

Do the wildfire construction rules apply to me?

Only if your building department has adopted them. Oregon's ORSC Section R327 wildfire hazard mitigation standards are locally adopted rather than statewide, and currently four jurisdictions have adopted them: Ashland, Deschutes County, Grants Pass and Sisters. Can I build a barndominium on farmland in Oregon?

The building is straightforward; the dwelling is not. Oregon's exclusive farm use zoning does not treat a house as an ordinary permitted use, and the available paths — a farm dwelling tied to income tests, a relative farm help dwelling, a replacement dwelling, or a nonfarm dwelling needing approval — are decided by your county planning department. Have that conversation before you price a kit.
