One building code applies everywhere in the state, and localities cannot override it. The statute is direct about it: the Uniform Statewide Building Code “shall supersede the building codes and regulations of the counties, municipalities and other political subdivisions and state agencies.”

That is not the usual arrangement. In Georgia, enforcement varies county by county. In Alabama and Ohio, some places have a building department and some don’t. In Virginia, every locality must enforce the same code — counties are required to establish a building department or contract for enforcement, so there is no unincorporated gap and no local amendment layer to discover after you’ve ordered.

For a building that gets engineered and fabricated before anyone inspects it, that predictability is worth real money.

The catch is somewhere else entirely, and it’s in who you hire. What a Metal Building Costs in Virginia

Steel ships at essentially one national price. What changes by state is concrete and erection labor — and Virginia runs about 15% below the national average on that site-built portion.

Kit-only pricing does not drop in Virginia. The steel is fabricated and shipped at a national rate; the saving is in the slab and the crew. On a 60×120 that’s roughly $8,300 below the national average, all of it in site work.

One qualification: the western mountain counties carry higher design wind speeds and heavier snow, and Tidewater carries higher wind plus flood requirements. The figures above hold best for the Piedmont and the central corridor, which is where most of the state’s building happens.

Do You Need a Permit in Virginia?

Yes, everywhere — and that’s the point.

Enforcement of the building code is mandatory for every locality. Enforcement is the local building department’s responsibility, and counties must either establish a department or contract for the service. Towns under 3,500 population may let the county enforce on their behalf.

So permits come from your local building department, on unincorporated county land exactly as inside a city. Virginia has no rural gap.

What localities can and can’t do

Because the state code supersedes local building codes, a Virginia locality cannot impose stricter building requirements than the USBC. That’s unusual, and it’s the single biggest practical advantage of building here.

What localities do still control, and what you still have to check:

  • Zoning — setbacks, height, permitted uses, and whether your building is allowed at all on that parcel
  • Floodplain management
  • The Statewide Fire Prevention Code, which is administered separately

So the questions to ask your locality are about zoning and flood, not about code amendments. There aren’t any code amendments to find.

The farm exemption, and its odd carve-out

Virginia’s agricultural exemption is broad and cleanly written: farm buildings and structures are exempt from the Building Code.

There is exactly one carve-out in the statute, and it’s specific enough to be memorable: a building, or a portion of a building, located on a farm that is operated as a restaurant is not exempt. Farm-to-table dining rooms and agritourism kitchens fall back inside the code.

Two other limits worth knowing:

  • Farm buildings in a flood plain or mudslide-prone area remain subject to flood-proofing and mudslide regulations. The exemption doesn’t reach those.
  • The exemption covers farm buildings. A dwelling is not a farm building, however agricultural the land — covered again in the residential section below.

The Virginia Uniform Statewide Building Code

Virginia publishes its own code, adapted from the international codes.

Adopted by the Board of Housing and Community Development and administered by the Department of Housing and Community Development.

A new code development cycle is underway — the 2024 base documents are posted and workgroups have been meeting — but no effective date has been set. If your project runs long, that’s worth a check rather than an assumption, though there’s no imminent deadline the way there is in Oklahoma or Louisiana.

Note that Virginia is on the 2021 IECC, a current-generation energy code. That’s a higher bar than West Virginia’s 2015 or South Carolina’s 2009, and it matters if you’re conditioning the space — the insulation assembly needs designing rather than assuming.

Wind Load: Virginia Wrote Its Own Mountain Rule

Most states take wind speed straight from the national maps. Virginia amended its code to add a provision for its own mountainous terrain, and it’s an unusually clean rule:

For everything else, the basic design wind speed for an ordinary building comes from the standard code figures. Virginia publishes no county wind table, so the value for a specific site comes from those maps or from the building official who will review your plans.

That 4,000-foot line is worth checking against your parcel if you’re building in the western counties. A jump from 116 to 142 mph is a materially heavier frame, and it’s fabricated in — you can’t add capacity to erected steel.

Ground snow load comes straight from the national standard. Virginia did not amend the snow provisions and publishes no state table, so snow at elevation is a site-specific number rather than a county one. In the western mountains it’s a real design driver alongside the wind.

Virginia also added tornado load provisions, but only for Risk Category III and IV structures in tornado-prone regions — schools, large assembly buildings, emergency response facilities. An ordinary shop, warehouse, barn or barndominium is Risk Category II and is not covered. No code-compliant building of any material is tornado-rated.

Contractor Licensing: Check the Class, Not Just the License

This is the thing that catches people in Virginia, and it catches them specifically because it looks like it’s been handled.

Virginia licenses contractors in three classes by dollar value:

A turnkey 40×60 clears $30,000 comfortably. That means Class B at minimum — and a larger building, or a turnkey 60×120, pushes into Class A territory.

Why this is a trap rather than a technicality

Out-of-state erection crews frequently hold Class C. It’s the entry-level license, it’s cheaper and quicker to obtain, and it’s genuinely sufficient for small jobs. A crew that carries it can truthfully say they’re licensed in Virginia.

They are. Just not for your project.

Virginia law treats the wrong class the same as no license at all. Contracting without a license, or without the proper class of license, is a Class 1 misdemeanor carrying a fine of up to $500 per day of violation. And the contract is not enforceable by the unlicensed contractor — with only a narrow good-faith and substantial-performance exception.

That last part sounds like it protects you, and in a narrow sense it does. In practice it means you’re mid-project with a contractor who cannot enforce their own contract, is accruing daily penalties, and has a strong incentive to walk.

Before you sign, verify three things with the Board for Contractors: the license number, the class, and that it’s current. Not the company’s word for it — the record.

Owner-builder

Virginia’s exemption is narrower than most and it’s worth reading carefully.

You may act as your own contractor on no more than one primary residence owned by you and for your own use in any 24-month period. There are separate exemptions for work on your own commercial, industrial or retail building, and for bona fide gifts to immediate family.

One condition catches people at the end: an owner-builder must obtain a certificate of occupancy before selling to a third party, unless the buyer waives it in writing.

For a kit-direct project the exemption works well — buying the building at wholesale and contracting the slab and the erector separately is normally the cheaper route, and it keeps each contract smaller, which can also keep it inside a lower license class. Just make sure whoever you hire holds the right one.

Climate, Soil and Foundations

Virginia is three different building environments, and which one you’re in matters more than any statewide figure.

Tidewater and the Eastern Shore carry the highest wind and the flood-proofing obligations. Coastal corrosion is real within a few miles of salt water — heavier galvanized coating weight and stainless or hot-dip fasteners are engineering practice worth specifying, though there’s no Virginia code section requiring them by distance from shore.

The Piedmont is where most building happens and where the cost figures above hold best. Shrink-swell clays occur in parts of it, so a soils assessment before budgeting the foundation is money well spent.

The western mountains bring the 4,000-foot wind rule, meaningful snow load, and deeper frost. Virginia publishes no statewide frost depth figure — it comes from your locality, and it will be materially deeper in Highland County than in Virginia Beach.

Humidity and condensation control matter statewide. A vapor barrier under the slab and adequate ventilation prevent the sweating that ruins stored equipment. With the 2021 IECC in force, insulation on a conditioned building is a code obligation rather than a comfort choice.

Virginia is a good residential market for steel, and the uniform code helps here more than anywhere — you’re building to one known standard rather than discovering local amendments.

The farm exemption cannot cover a dwelling

The exemption reaches farm buildings. A residence is not a farm building, and no amount of agricultural land changes that.

Permit it as a dwelling from the start. The good news is that in Virginia this is a well-defined path rather than an uncertain one — the Residential Code applies uniformly and your locality can’t add to it.

The owner-builder limit is one residence per 24 months

Narrower than most states, and worth planning around if you were thinking of building one to live in and another to sell. And remember the certificate of occupancy requirement before any third-party sale.

A house is a different code from a shop

Once anyone sleeps in the building, the Virginia Residential Code governs along with the Energy Conservation Code. Three things change about the kit, all cheap to specify up front and expensive to retrofit:

  • The building envelope becomes code-driven, and at the 2021 IECC that’s a real specification rather than a token one — a bare metal envelope will not comply on conditioned space
  • Window and door openings have to be engineered into the frame. Cutting them into erected steel means re-engineering and added framing
  • Interior walls hang off the structure rather than holding it up, which is what makes an open barndominium layout possible and lets you move a wall later without touching the load path

Tell your supplier it’s a residence before the frame is engineered — and if you’re in the western counties, give them your elevation, because the 4,000-foot wind rule and the snow load both change the frame.

What the shell costs, and what it doesn’t

The turnkey figures earlier are for the shell — engineered steel structure, erected, on a foundation. For a 2,400 sq ft 40×60 in Virginia that’s roughly $54,400 – $63,800.

Interior finish-out is a separate project and, for a finished home, it typically costs more than the shell does. Plumbing, electrical, HVAC, insulation and drywall, kitchen, bathrooms, flooring and fixtures are driven by the finish level you choose, not by the building — which is why anyone quoting a single all-in per-square-foot number for a barndominium is guessing.

Price the shell from a kit quote and the finish-out from local trades. Those are two reliable numbers; one blended number is not. And note that a turnkey residential contract will clear the Class B licensing threshold, and quite possibly Class A.

Popular Uses in Virginia

Virginia is horse country, and it shows in what gets built. Barns and covered arenas are one of the most common requests in the state — Loudoun, Fauquier, Albemarle and the surrounding counties support a serious equine economy, and a clear-span steel arena is the building that makes a year-round riding season possible.

Beyond that: hay and equipment storage, tobacco and general agricultural buildings, workshops, boat and RV garages around the Chesapeake and the reservoirs, light industrial and commercial warehouses along the I-81 and I-95 corridors, and clear-span sports facilities.
